Pearland’s roofs and remodels across three counties
Pearland is the largest city in Brazoria County, 125,828 people at the 2020 census, and it reaches past the county line into Fort Bend and Harris. It started near a railroad siding in 1882, and in the 1990s the rice fields around it filled with houses.

The plat of Pear-Land was filed at the Brazoria County courthouse on September 24, 1894. The Galveston hurricanes of 1900 and 1915 destroyed most of the fruit trees the town was named for, oil was found nearby in 1934 and became the Hastings Oilfield, and Pearland incorporated in November 1959. Downtown Houston is about 16 miles north. Master-planned communities here include Shadow Creek Ranch, Southern Trails, Southdown, Sunrise Lakes and Lakes of Highland Glen, and the Pearland Independent School District serves the city.
State Highway 288, FM 518, State Highway 35, FM 865, Beltway 8 and FM 521 all touch the city, and Brookside Village, Manvel, Friendswood and South Houston are next door. Most of Pearland is in Brazoria County, with parts in Fort Bend and Harris. Inside the city limits, the City of Pearland’s permit office covers a re-roof or a remodel whichever of the three counties the house sits in. Brookside Village, surrounded by Pearland on three sides, is a separate city with its own rules, and we check which one your lot is in before anything is ordered.
The Pearland Library closed for many months after Hurricane Ike damaged it in September 2008, and the city’s own history includes the 1900 and 1915 storms. Gulf storms, spring hail and summer wind are what wear on roofs here, along with the heat that ages shingles from inside a poorly vented attic. Many master-planned neighborhoods come with an HOA, and an HOA’s approved colors and materials decide what can go back on the roof. Under all of it is the expansive clay found across Greater Houston, which shows up on remodels as cracked tile and doors that will not latch.
Some Pearland mailing addresses sit outside the city limits. On those lots, city permit rules do not apply, and county floodplain, septic and driveway rules and state rules can, with the county your lot sits in deciding whose rules those are. We check the address, the county and the city line before ordering anything, and all three go in the scope. It sounds like paperwork for its own sake until a job stalls because the wrong office was asked, and then it is the most useful line in the file.

Not inside the city. The City of Pearland’s permit office covers work within the city limits whichever county your house is in. Outside the limits there are no city permits, and the county your lot sits in decides which floodplain, septic and driveway rules apply.
Is my house in Pearland or Brookside Village?
Brookside Village is its own small city, bordered by Pearland on the east, south and west, and its rules are separate from Pearland’s. We look up your lot before scheduling so the right office gets the right paperwork the first time.
Do HOAs in Pearland communities like Shadow Creek Ranch restrict roof choices?
Master-planned community HOAs commonly approve roof colors and materials, so read your community’s rules before choosing anything. Bring the approved list to our visit, and we will price from it and give you the spec sheets to submit.
Should a Pearland homeowner switch to Class 4 shingles at replacement?
It is worth pricing. An impact-rated shingle holds up better to hail in lab testing, and some carriers credit it. Ask yours before you decide on that basis, and we will lay the standard and impact-rated options side by side. The paperwork your carrier asks for comes from us the day you ask.
Can you remodel a Pearland office without shutting it down?
Usually. We phase the work, put up dust walls and schedule the loud parts after hours where possible, so the office keeps running. The phasing plan is written into the scope before work starts, and you sign off on it.
