Fifth Street: a Stafford address outside Stafford’s limits

The mail says Stafford, Texas 77477. The map says unincorporated Fort Bend County. Fifth Street is an unincorporated pocket of 2,284 people between Stafford and Missouri City, and getting that detail right is the first step on any permitted job here.

Working in Fifth Street

Fifth Street is a census-designated place inside Stafford’s extraterritorial jurisdiction, close to the Harris County line. The name was in use by the 1980s, and the community works as a bedroom community for people commuting into Houston, twenty miles to the northeast. The 2020 census counted 2,284 residents. Fort Bend County runs the five-acre Stafford Community Center here, which is a fair hint about who handles local services, and children go to Fort Bend ISD schools. Missouri City, Stafford, Sugar Land and Meadows Place are the neighbors on the map. Because the community sits so close to the Harris County line, an address a few streets away can fall across it, so we never assume the county from the ZIP code.

That address question matters more than people expect. A Fifth Street house carries a Stafford mailing address in ZIP code 77477, but it sits outside Stafford’s city limits, so the City of Stafford is not the office for a re-roof or remodel permit. Fifth Street has no city government of its own, so neither Stafford’s permit rules nor any other city’s apply here. What can apply are county rules on floodplain, septic, driveways and culverts, along with state rules, depending on the lot and the work. We check what applies to the address before we put a date on the calendar, because chasing the wrong office costs you time you will not get back.

For the roof itself, Fifth Street gets the same weather as its neighbors, plus the practical issues of a close-in neighborhood. On a smaller lot there is not much room for a dumpster, so we plan where the trailer goes and how the yard is protected before tear-off day. Spring hail and summer wind are the damage we inspect for, and the long humid summer is why we look at attic ventilation on every job: a hot, wet attic shortens a roof’s life from the inside. Dark algae streaks on north-facing slopes are common in this climate; they wash off and do not mean the roof has failed.

The jobs that come up here

Roof replacement is the main call we expect from Fifth Street: houses that have been standing long enough for the original shingles to be spent, and owners who want somebody to say so plainly or tell them to wait. When the cause is a storm, storm damage roof replacement starts with photographs and a written description of what the storm did, which is what you will want in hand when you talk to your carrier. If the attic is cooking, the fix may be ventilation and nothing else. We would rather send you a photo of a healthy roof than sell you one you do not need. Asphalt shingle replacement is the plainer, lower-cost route when the house will be sold in a few years and the buyer just needs a sound roof.

Bedroom-community houses get used hard, and the rooms that show it first are bathrooms and kitchens. Bathroom renovation refreshes the surfaces without moving plumbing; kitchen renovation does the same for cabinets, counters and lighting within the existing layout. When a household needs the house to work for someone with limited mobility, veteran ADA remodeling covers the grab bars, wider doors and curbless showers that make it usable again. Bedroom remodeling usually means a closet rework or new trim, windows and lighting, and it is the least disruptive job on this list. Living room remodeling comes up when a closed-off front room needs to open to the kitchen so a family can actually use it.

  • Asphalt shingle replacement Replacing an asphalt roof is a day of controlled demolition followed by careful building.
  • Living room remodeling The usual living room complaint is that it’s walled off from everything else, a formal room by the front door that nobody sits in.
  • Roof replacement Plenty of roofs that look tired only need a repair.

Plenty of roofs we look at need a repair or nothing at all. If that is yours, you will hear it from us first.

My Fifth Street mail says Stafford. Why can’t the City of Stafford permit my roof?

Because the mailing address and the city limits are different maps. Fifth Street is unincorporated and sits in Stafford’s extraterritorial jurisdiction, so a city roof permit is not part of the job; county floodplain, driveway and septic rules and state rules can be. We check how your specific lot is recorded, and what touches it, before anything is booked.

Where does the dumpster go on a smaller Fifth Street lot?

Usually the driveway, on boards to protect the concrete, and only for as long as the tear-off takes. If the driveway will not work, we talk through other spots before install day. Magnets sweep the yard for nails at the end of each day.

Are the dark streaks on my Fifth Street roof a sign it is failing?

Usually not. Dark streaks in this humid climate are typically algae, which is a looks problem. We judge the roof’s real condition by granule loss, cracking and lifted tabs. If the streaks bother you, a gentle wash takes them off; a pressure washer takes the granules off with them.

Can a Fifth Street bathroom be made wheelchair-friendly without a full gut?

Sometimes. Grab bars with proper backing, a raised toilet and a handheld shower can go in without demolition. A roll-in shower or a wider door means opening walls, and we will tell you which category your bathroom falls into after we see it.

How fast can you look at storm damage on a Fifth Street house?

As fast as the storm load allows, and you get the actual day when you call. If water is coming in, we tarp first and talk scope after. Emergency Roofing exists for exactly that.
